Latest scheme envisages 66 units in Uxbridge Road office building
February 26, 2026 Craven House on Uxbridge Road is the subject of a new application that would convert five floors of the building from offices to 66 residential units. The proposal, submitted by Greeneedle Ltd under reference 260344PACBSD, is the latest chapter in the complex planning history of the site. It seeks prior approval for the change of use of the first to fifth floors under Class MA of the General Permitted Development Order. According to the submission, the building has been in continuous office use for more than two years and meets the criteria for conversion to residential use . Ealing Council is accepting comments until 4 March. Craven House has been the subject of several recent attempts to secure residential use through permitted development rights. In late 2024 two prior-approval applications for 81 flats were submitted. One was refused in September 2024 (ref. 243024PACBSD), while a revised version received draft approval in November 2024 pending a legal agreement (ref. 243770PACBSD) . The in January 2025, a separate application sought to add two extra floors to create 14 new flats under Class AA (ref. 243979PANDCM), receiving draft approval pending a legal agreement . In March 2025, a prior-approval application to convert the ground to fifth floors into 75 flats (ref. 250258PACBSD) was granted by default after the council did not issue a decision within the statutory 56-day period . The current application proposes 66 flats across the first to fifth floors, a reduction from the 75-unit scheme that received deemed consent in 2025. The covering letter says that the proposal complies with all requirements, including natural light standards, fire safety, transport impacts and minimum space standards. It also notes that the development would be car-free, with 85 long-stay cycle spaces and six short-stay spaces provided at ground level . The applicant highlights that the site is in walking distance of both West Ealing and Ealing Broadway stations, making it well suited to car-free residential use. The submission also argues that the proposal would reduce traffic compared with the existing office use, which currently benefits from around 80 parking spaces . The planning history included in the application makes clear that the council has already accepted the principle of residential conversion at Craven House, both through deemed consent and draft approvals. The new proposal appears designed to consolidate that position by offering a smaller, more tightly justified scheme. Ealing Council must determine whether prior approval is required and, if so, whether the proposal meets the conditions of Class MA. If the council does not issue a decision within 56 days, the application would again be deemed approved Comments on the application must be submitted by 4 March.
