In the previous week there were 157 cases. The weekly Covid-19 infection rate in Ealing rate is 74.3/100,000 people. The highest rate in London is currently in Redbridge at 93.7/100,000.

Ealing (along with Hillingdon and Harrow) remains an ‘area of concern’ on the Government’s national Covid-19 watchlist.

Four Applications Validated for Judicial Review on Covid-19 Response Ealing LTNs

These Judicial Review (JR) applications were submitted to the High Court on 29 September 2020 and validated on 1 October 2020. They were delivered electronically to Ealing Council on 2 October 2020 and in hard copy on 3 October 2020. The JR applications relate to Low Traffic Neighbourhoods (LTNs) and Ealing Council’s failure to meet its obligations under Section 122 of the Road Traffic Act 1984 and its public sector Equality Duty under the Equality Act 2010.

The remedy being sought by one of the JR claims is the quashing of the Ealing (West Ealing LTN) (No1) Experimental Traffic Order which created LTN 21 (West Ealing South). The application has been submitted in the names of Peter Mason, the Coldershaw and Midhurst Traffic Action Group (CAMTAG) Co-ordinator and Tracy Scott representing Ealing Residents Against Low Traffic Neighbourhoods. The other JR applications relate to the LTNs in East Acton Golf Links (W3), Loveday Road (W13) and Mattock Lane (W5).

Ealing Council has approximately three weeks in which to respond to these JR applications.

These JR applications are thought to be the first to be submitted and validated throughout London. This legal action will put increased pressure on LTN fan Council Leader Julian Bell who very narrowly won a vote of no confidence in him initiated by his fellow Labour Councillors on Monday 28 September 2020.

Free Public Transport for Ealing Children Until 2021

Free bus travel for children was about to be suspended in October 2020 but Transport for London has decided to retain it until sometime in 2021. In May 2020 the Government ordered the London Mayor to cut free public transport for under 18 year olds. Campaigners warned that this cut would hit poorer families already struggling with the Covid-19 response.

Covid -19 Response Closes Ealing Council Customer Centre at Perceval House

An old friend of mine just acquired a second car. After many attempts he failed to register this on the Controlled Parking System. So he phoned the various help lines. All had automated responses and robots promising to phone back. They didn’t. So he took his paperwork down to the Ealing Council Customer Centre at Perceval House. But the doors were locked. Will the doors ever open again?

There is a Planning Application to build 477 housing units on the Perceval House site. There is mention of a new Customer Centre too, but this also might be a virtual centre also with citizens locked out.

Covid-19 Response Closes All Cineworld Cinemas in the UK

Described as a temporary closure, this places up to 6,500 jobs at risk. In September 2020 Cineworld announced a six month loss of £1.3 billion. This does not bode well for the Cineworld Picturehouse planned at the St George Filmworks residential development at 56-61 New Broadway W5.

Covid-19 Response Delays the Completion of Ealing Crossrail/Elizabeth Line Stations Yet Again

On 1 October 2020 ‘Construction Engineer’ reported that the new Acton Mainline, Ealing Broadway, Southall and West Ealing Stations will be ‘completed as soon as possible in 2021’. In many ways this is hopeless information. Exactly when, for example, will users of Haven Green get their open green space back?

Ealing Southall MP Makes Rare Public Call for Urgent Action on Covid-19 Response Impact in Southall

We have to search in the ‘Hindustan Times’ of Delhi, India (1 October 2020 issue) to find Virendra Sharma’s plea. His main concern seems to be about job losses, although he does say that the Government has not considered the social impact of the pandemic.

If London Goes into Covid-19 Response Lockdown Ealing Pubs and Restaurants Might Have to Close

Will some of them ever open again?
