Shoppers say PCNs issued for parking on ramp are mistaken
February 19, 2026 A series of parking fines issued at the rear car park of Morrisons in Ealing’s Arcadia shopping centre has prompted concerns that motorists may be receiving Parking Charge Notices (PCNs) in error. Local shopper Jeanne Waas received a £60 PCN from Euro Car Parks on 11 November, despite having registered her vehicle and staying within the two‑hour limit. When she appealed, she was surprised to learn that the alleged offence was not overstaying but “stopping on the ramp” leading into the car park — something she insists she did not do. After requesting photographic evidence, she was sent a single static image of her car on the ramp, but no proof that it had stopped. A Morrisons manager told her the fine would be cancelled, but this did not occur. A month later, Waas visited the store again and received a second PCN for the same alleged offence. She again disputed the claim and was again told by Morrisons staff that the notice would be cancelled, but the charge remained. With the discount period expired, she was facing two £100 fines. Determined to take the matter to court rather than pay, she contacted EalingToday.co.uk. Following our enquiries, Morrisons confirmed that both PCNs had now been cancelled. Other customers have come forward with similar experiences. While most have eventually had their fines rescinded, many say the process has caused unnecessary stress and confusion. Some shoppers believe the issue may relate to the ANPR camera that monitors the ramp. Jeanne Waas noted that the camera appears to be angled towards the right‑hand side of the ramp as vehicles enter, which may affect how number plates are captured. Euro Car Parks did not respond to questions about whether it was aware of potential faults or complaints relating to the site. When asked whether it was investigating the issue, Morrisons referred enquiries back to Euro Car Parks. As the car park operator is a private company, details of PCNs issued at the site cannot be obtained through Freedom of Information requests. Jeanne Waas says she has now stopped shopping at the Ealing Morrisons store for fear of receiving further fines.
