Upgrade part of Labour's national health centre programme
November 26, 2025 Southall’s Jubilee Gardens Medical Centre is set for a major expansion as part of the government’s flagship Neighbourhood Health Centre programme, with up to £2 million in funding confirmed ahead of the autumn budget. The upgrade is one of 250 new centres planned across England with the aim of improving access to local healthcare and help reduce NHS waiting lists. The announcement was welcomed by Deirdre Costigan, Labour MP for Ealing Southall, who said the investment would ensure “local residents get the healthcare they deserve right on our community’s doorstep.” Final plans for the Southall site are expected to be published early next year. The Neighbourhood Health Centre programme is a cornerstone of the government’s strategy to bring care closer to home, especially in areas with high levels of deprivation. Each centre is designed as a “one-stop shop” for primary care, housing a mix of GPs, nurses, dentists, pharmacists, and other health professionals under one roof. The centres will focus on long-term conditions such as diabetes, heart failure and respiratory illness, aiming to reduce hospital admissions and provide more proactive, community-based care. The model also supports integrated services, allowing patients to access diagnostics, prescriptions and follow-up care in a single location. Health Minister Karin Smyth said the programme “fundamentally reimagines how the NHS works by ensuring services are organised around patients’ needs.” The initiative builds on earlier pilots and community health hubs, with lessons drawn from successful models in Manchester, Leeds and parts of London. Jubilee Gardens Medical Centre serves a diverse and growing population in Southall, where demand for accessible, culturally sensitive healthcare has risen sharply in recent years. The planned upgrade will expand clinical space, improve facilities and allow for more flexible appointment scheduling. Chancellor Rachel Reeves said the autumn budget would include further measures to boost NHS productivity, including £300 million for new technology to reduce administrative workloads. The government estimates that efficiency gains could release billions for reinvestment in frontline services. The Jubilee Gardens upgrade is one of several London-based projects expected to benefit from the Neighbourhood Health Centre programme.
