Final Phase of Green Man Redevelopment Set to Resume |

Project had been stalled following collapse of lead contractor
August 11, 2025 Ealing Council and housing association A2Dominion have reached an agreement that will allow work to resume on the final phase of the Green Man Lane estate redevelopment in West Ealing. The project, which began in 2005, was designed to address longstanding issues including a shortage of family-sized homes and persistent crime and anti-social behaviour in the area. Since the regeneration began, 507 new housing units have been built on council-owned land. However, progress stalled in 2023 when the lead contractor, Real, collapsed into insolvency, halting plans for an additional 413 units. The new deal between the council, A2Dominion, and Green Man Lane LLP—the joint venture overseeing the development—now clears the way for construction to restart. Of the units planned in the final phase, 127 will be let at reduced rents to A2Dominion tenants, aimed at supporting residents on low incomes. The council will retain 75% of nominations to socially rented homes at the estate for the next 60 years, prioritising families from its housing register, which currently includes nearly 7,500 households. Secure council tenants living on the estate have been given the option to move into new homes as A2Dominion tenants or relocate elsewhere in the borough while remaining council tenants. An additional 54 units will be offered at intermediate rent, a scheme designed to help eligible renters—including key workers—pay below-market rates and save toward homeownership. Another 52 units will be made available through shared ownership, while the remainder will be sold on the open market to help fund the development. Beyond housing, the regeneration has included the creation of a new community centre, café, and a building for St John’s Primary School. A new church hall is also planned as part of the final phase. The partners are currently working to appoint a new construction contractor to carry out the remaining work. Council leader Peter Mason said the completion of the final phase will provide nearly 400 additional homes for local families, contributing to the council’s broader goals of building inclusive and resilient communities. Councillor Shital Manro, cabinet member for good growth and new homes, highlighted the borough’s affordability challenges and reaffirmed the council’s commitment to expanding access to housing. A2Dominion’s commercial director, Doreen Wright, described the agreement as a significant milestone in a two-decade effort to transform the estate, noting the delivery of modern homes, educational facilities, and improved public spaces.
