A letter's being sent out to over 33,000 residents throughout Ealing, Brentford and as far as the North Circular with information about a major music festival.

Last year there were numerous complaints following the Junction 2 event at Boston Manor Park, but organisers are hoping there will be fewer this year.

Junction 2 festival

9th June between 12:00 – 22:30 hours – Junction 2 Festival

The event will start at 12.00 and end at 22.30.
Last entry for customers will be at 18.00 and peak arrival times should be around 13.30 - 16.30. This will be a day festival for approximately 13,500 adults, similar to the previous editions of the festival. Following the feedback from residents and authorities from last year we have put additional measures in place in order to respond to all the issues flagged.


The event is planned in conjunction with the borough’s Safety Advisory Group, including the
Metropolitan Police, Highways, London Fire Brigade, London Ambulance Service, Transport for
London, Environmental Health and Hounslow and Ealing Councils and their contractors.

Access to the Park

Much of the park will still be accessible to residents for their usual activities, including dog walking, fitness, playgrounds, tennis courts, feeding the ducks, and enjoying the lake etc. The areas that will be out of bounds will be within metal high hoard fencing. This is for health and safety and security reasons, as the event site is classed as unsafe to public until completed due to vehicle movement and various types of construction being carried out. All staff on site are given briefings, wear correct personal protective equipment and are covered by specialist insurance. You can see a map above of the area that will be out of bounds for public use marked above. The security of the site has been drastically improved from last year, however if you feel that there are areas which are not managed correctly please get in touch with us at any time using the details provided at the end of this letter.


These areas will not be safe to access and so will be closed off during the period 4th June – 12th June, 2018. We have undertaken all actions suggested to limit any inconvenience this may cause, and hope that members of the public are not deterred from using the park. Boston Manor House will be open as usual.


Noise Control
Joynes Nash Acoustic Consultants will be working with the council and our sound company to make sure agreed sound levels are adhered to at agreed points adjacent to residential properties. In the event of a noise complaint please contact us immediately using the methods detailed below. There will be a dedicated noise hotline staff member on site throughout the event. If noise levels are above those specified in the licence conditions, immediate action will be taken to reduce the levels at the noise source. On Saturday the sound tests will begin at 10:00.


Traffic & Transport Management


We are introducing a new, comprehensive Traffic Management Plan prepared in conjunction with CPA Events, who have been working with us on multiple events of a similar nature and facing similar challenges in other busy, resident heavy London boroughs such as Tower Hamlets and Southwark
Here are the key points we are working on:
On Saturday 9th June, we are implementing southbound road closure of Boston Manor road for 3 hours during event egress. The closure will be in place from 21.00 until 00:00, between Swyncombe Avenue roundabout and the Co-Op junction. Northbound traffic on Boston Manor road will use the southbound carriageway. A diversion route will be in place for southbound traffic. This will ensure that the exiting crowd has enough space to disperse on the road and away from the houses. Here are the implications and changes that you should be aware of:

• Bus routes 195 and E8 will be affected
• Bus stops north bound will be suspended from the Co-Op and the junction with Swyncombe
Avenue
• Bus stops southbound will route via Northfield Avenue and Windmill Road, and they will not
serve Boston Manor Road
A team of specific traffic & event stewards will be situated on roads and crossings from Boston Manor tube station and Brentford railway station to Boston Manor Park, as well as Northfields tube station and Boston Manor Park, using stop/go boards and traffic lights wherever necessary.


We will minimise on street parking by encouraging ticket holders to make use of public transport and advertising no event parking at all on the site or in the surrounding areas.
We are working with the council, TFL and Highways to reduce disruption to residents and locals during our events.

Security & Stewarding

Security will be provided by 3 separate contractors in order to ensure better management of each of 3 key areas of the festival, one of them being the streets. These will be manned by SFM who will provide SIA (Security Industry Authority) registered security, security-trained stewards, CSAS accredited staff
and K9 units at key locations. They will combat any antisocial behaviour and ensure there are no breach attempts to the festival. They will also have roaming response teams that can be sent by Event Control to wherever needed. We are also engaging a large group of stewards from CPA who will deal with crowd direction and misbehaviour. The total number of externally positioned staff will be around 120 on ingress and around 180 on egress.
We will lay out pedestrian barrier:
• On the pavement all the way from Boston Manor Station to the park, where the majority of
customers are arriving from.
• Outside the park to stop any taxis from stopping outside residents’ houses.
• Alleyways of Boston Gardens to prevent event customers from entering residents’ driveways.
• Outside the houses in closest to the park gates.
Refuse & Waste Management
A dedicated cleaning team will patrol the roads surrounding the event as well as a dedicated cleaning team at both stations, during and after the event. Should you have any waste near your property relating to the event please also contact us on the numbers provided immediately so that we can deal with it. We are also planning to clean all the roads fully by early Sunday morning.

External Toilet Provision
As well as toilets within the venue, additional toilets and urinals will be placed at both stations and on the route between them and the park for customers to use on the way in and way out of the event. We will have signage to accompany these toilets so customers are aware they are for them to use. We will make sure the toilet compounds are screened accordingly to ensure modesty. We have added extra toilet compounds this year as well as toilets along the route to and from Northfields station and in the station itself. This is new for 2018 and there will be stewards to manage use.


We have spoken to all of your local councillors (from both Ealing & Hounslow) to consult and
agree all of the above plans.
