Shopkeeper fined after staff caught on CCTV

The manager of an off-licence has been fined £1,000 after his staff illegally dumped bags of waste on a footpath in Southall.

Mr Hari Singh Padan, of Western Wines, 82 Western Road, Southall, appeared at Ealing Magistrates Court on Monday 27 January. He pleaded guilty to six charges of failing to prevent illegal disposal of waste, and was fined £1,000.

The court also ordered Mr Padan to pay £545.67 towards the council’s costs, and a £100 victim surcharge, bringing the total owed to £1,645.67.

Mr Padan was charged with the offences after an investigation by Ealing Council’s envirocrime prevention service revealed his staff dumped bags of waste on the footpath outside Western Wines in April and May 2013.

These incidents of fly-tipping were caught on CCTV cameras.

Prior to being charged, Mr Padan had received warnings and advice on correct disposal of business waste from the council.

Councillor Bassam Mahfouz, cabinet member for environment and transport, said: “There is no excuse for dumping rubbish on our streets, and businesses need to play their part in keeping our streets clean. We explained the law around waste disposal to Mr Padan, and he must now pay the price for price for fly-tipping.”
